Sorry silly question time . What is this pipe for under the fuel tank ? Is it just the overflow and gets hosed away to the ground ?

it's the overflow of the Tank, normally there is a hose from the outlet to the connection container on the right side of your Battery. from there is another tube going down to the ground

Hi mate, only just seen your post. I've got a '93 1100 which has recently had some work on the tank, so it's reasonably fresh in my mind. That pipe is the breather rather than an overflow as such. If you stick a mirror or camera in through the filler, you should be able to see a pipe running to the back of the tank. It's a bit awkward, as the filler tube is quite long. As 750 said, the spigot in your picture should have a rubber hose, which runs into a pocket next to the battery and through a hole at the bottom. There's a fiddly assembly inside the petrol cap which allows air through but should prevent petrol leaking. No need for special petrol pipe.
Great bike eh?
